Immigration Express is a Singapore immigration consultancy advising individuals and families on Permanent Residence, citizenship, work passes and family relocation. We are a private firm with an office you would be very welcome to visit, and we are open seven days a week including public holidays.

Immigration Express is one of eight companies in the MCI Group of Companies register. The group has been placing, employing and advising people in Singapore since 2007, and this is the arm that handles Permanent Residence, citizenship, work passes and family relocation.
That matters for a specific reason rather than a general one. Most Permanent Residence cases turn on employment, and work passes, payroll and HR advisory have sat inside this group since 2013. A question that crosses from your application into your employment does not have to leave the group to be answered.

MCI Career Services opens with six consultants, placing permanent, temporary and contract staff across twenty industries in Singapore. More than 100,000 candidates have been placed since then.

MCI Consulting
Work passes and HR advisory
MCI Consulting is set up for work passes, payroll and HR advisory, under MOM employment agency licence 13C6730 held by that company. This is the first time the group works directly on Singapore pass applications.

Managed services at scale
MCI Outsourcing takes on customer service, logistics, warehousing and back office functions as managed services. It is the company that goes on to win most of the group's award record.

Every award here was won by another company in the group, before Immigration Express existed. None of them concerns the outcome of an immigration application, which ICA alone decides. The Financial Times and Straits Times rankings were compiled by Statista, whose 2024 editions have since been retired, so those two cannot be linked directly. Not a great deal about the advice itself. That is the same careful work whoever owns the firm. What it changes is what happens when your case stops being only an immigration question, and whether the firm holding your file is still here in a year.
The employment side is already in the building
Most Permanent Residence cases turn on employment: the pass you hold, your salary history, your CPF record, whether your employer will confirm what you need confirmed. The group has handled work passes, payroll and HR advisory since 2013, so those questions are answered here rather than referred out.
We are not going to disappear mid-case
Third party analysis of reviews in this field found the most common complaint is staff turnover and cases being handed over. A firm inside a group with 3,000 people on payroll is not a firm that quietly closes between your submission and your outcome.

The group's premises at the Devan Nair Institute in Jurong East are open seven days a week including public holidays. If you are working full time on a pass, that is usually the only time you are genuinely free.

Consultant
First consultation and case scoping
Takes the full picture at your first meeting: pass, employment, salary, qualifications, family and time in Singapore, then sets out which routes are genuinely open to you and what each involves. If we believe your profile is not yet ready, this is where we would say so.
Case officer
Your single point of contact throughout
Responsible for your file from the first consultation to the outcome, so you will not need to explain your circumstances again to someone new. Coordinates the other specialists and handles all correspondence with the authorities, including any request for further information.
Case strategist
Route, framing and timing
Determines which scheme to apply under, when to submit, and which aspects of your profile to lead with, working from the factors ICA and MOM consider, so that any gaps are addressed before a reviewing officer encounters them.
Financial reviewer
Income, CPF and evidence of support
CPF records, IRAS assessments, salary history and evidence of support, checked for consistency against the forms. Inconsistency here is among the most common avoidable difficulties in an unsuccessful application.
Document specialist
Forms, translations and attestation
Forms completed correctly, certified translations arranged, and notarisation or embassy attestation organised where a document requires it.

Version control and the submission record
Version control, expiry tracking and a complete record of what was submitted and when, so that if ICA later raises a question we are able to answer it precisely.

How we work
How we advise our clients.
No consultancy approves applications. ICA does. A firm guaranteeing an outcome is offering something that is not theirs to offer.
What we do is assess your profile against the factors the authorities consider, share our genuine view of whether this is the right moment to apply, and prepare a submission that leaves nothing for a reviewing officer to infer. Where we believe waiting and strengthening the case first would serve you better, we will say so, although it may cost us the engagement.
- We do not publish an approval rate, as no consultancy is able to substantiate one.
- We do not promise outcomes, and we make no promises about what happens if an application is declined. We commit to thorough preparation and to telling you honestly where your profile stands.
- We attribute every official figure to ICA or MOM, and link to the source.
- We publish what Permanent Residence requires alongside what it offers.

Questions we are often asked.
Is Immigration Express a legitimate firm?
Yes. We are a registered Singapore company operating from an office at the Devan Nair Institute for Employment and Employability in Jurong East, and you would be very welcome to visit us. We are a private consultancy and are not affiliated with ICA, MOM or any government agency, and we say so on every page.
Are you connected to ICA in any way?
No, and neither is any other immigration consultancy in Singapore. ICA states plainly that it is not affiliated with commercial immigration firms and does not endorse them. A firm implying a relationship with ICA would be misrepresenting itself, and we would gently suggest that is a reason to look elsewhere.
Can you guarantee approval?
No consultancy is able to, and we would be cautious of any firm that claims otherwise. ICA alone decides. What we are able to offer is thorough preparation, a candid assessment of your profile before you commit to anything, and our honest view of whether this is the right moment to apply.
Why are you open on public holidays?
Because many of our clients work full time on a pass and are not easily able to take a weekday morning away from work to attend a consultation. A public holiday is often the only weekday they are free, and that is precisely when most consultancies are closed.
